The Bell Tower is located in Bailu Village, Guilin in the game Shenmue III.
It is the main landmark of the area, nearby the Village Square and Elder Yeh's House. It's used by all inhabitants as meeting point. The tower is a rather high wooden building, with a big bronze bell on top. It feature a hidden chamber inside, that requires some special tokens. Inside this chamber lies another mechanism that may be triggered with the Sword of Seven Stars and a specific code.
Token Puzzle[]
After obtaining the six Token Key's from Elder Yeh's House, Ryo Hazuki and Shenhua Ling can access the Bell Tower. On the viewing deck, there are six plaques with symbols on them. The Tokens need to correspond with the correct plagues, as shown below.

Wheel Repository Puzzle[]
After ascending the ladder, Ryo and Shenhua will encounter a wheel repository. It features the same symbols on the plaques & tokens from the previous puzzle. One panel has a slot beneath which when examined, Shenhua notes the similar design on the Sword of Seven Stars. Once inserted the repository wheel can be moved.
The directions on the can be found on the Mysterious Scrap of Paper found inside Elder Yeh's House. It translates to:

After completing the puzzle the repository wheel panels will lift to reveal a golden dragon statue with a hidden scroll placed in its mouth. Ryo and Shenhua take the scroll back to Elder Yeh for further analysis.
