The Chen Intro Letter is given to Ryo at the New Yokosuka Harbor District. It is a letter of introduction to introduce Ryo to Lishao Tao who lives in Hong Kong during Shenmue II.

Ryo Hazuki will use the letter at Man Mo Temple while speaking to Hanhui Liu - despite really being for Xiuying Hong.
