Zongxun Fang (防总迅 Fáng Zǒng Xùn) is the bookie of two Gotcha stands at Lotus Park in the South Carmain Quarter, Wan Chai.

Zongxun like the other Gotcha bookies says that Gotcha is better than the capsule toy machines. He says his lucky hit is the best in the South Carmain Quarter.
Zongxun doesn't seem to hang around many women. When Ryo Hazuki asks him about what kind of person Xiuying Hong is, he says there's no way he knows her because she's a woman. [1]
