The Harbor Lounge is located at the New Yokosuka Harbor District, Yokosuka, Japan in the game Shenmue. It serves as an indoor area for the workers to sit and relax. It features arcade machines, capule toy machines and a Jukebox. It also contains a Tomato Convenience Store at the back of the lounge.

If Ryo buys either Caramel, Potato Chips, Chocolate, or a cassette tape, he gets to draw a ticket from the raffle and possibly win a rare item. Additionally, drink cans purchased from Vending Machines have a chance to be a Winning Can, which can be exchanged for a ticket. The chances to get a winning ticket are normally very low, but slightly increase on certain days, including Christmas Eve, Christmas Day, and New Year's Day.
