Woyu Cao (曹臥羽 Cáo Wò Yǔ) is an arm wrestling bookie who currently works with Jimenez Garcia. He runs matches at a warehouse by the harbor entrance in Worker's Pier, Aberdeen.
Shenmue II[]
Ryo Hazuki encounters Woyu when he first arrives in Aberdeen. He asks him if wants to arm wrestle and he refuses saying that he's looking for someone. He then persuades him by saying that if he can beat Jimenez Garcia, he'll help him out. If he accepts the challenge and beats him, he shows Woyu a letter showing him that he wants to go to Wan Chai. He then gives him the directions.
Ryo can arm wrestle Jimenez again to gamble for money. Once he defeats him at the $50 bet, he defeats him for good, with Woyu telling him to go find someone else to arm wrestle. [1]
